Will he campaign to get his base to turnout for the Georgia races? Or can he not be bothered at this point?

He'll hold rallies in Georgia but will say very little about Loeffler, Perdue, or the Senate. In fact, if he had won Georgia then he probably wouldn't be going there at all. I think he's going to tour the close states and complain about recounts.

Yes, but he will tell the people to get out and vote and to also do ballot harvesting, which the Dems have brought to perfection with massive mail-in ballots and where the Republicans need to catch up.

They'll have to do some intense cost/benefit analysis to decide whether to attend the rallies at all. It may be a lose-lose situation for them.

Anecdotally I heard that Trump's visits to Louisiana during Bel Edwards' 2019 reelection bid actually galvanized turnout for Democrats.

With the loss of suburban voters, I don't believe that off-year elections are guaranteed to favor the GOP anymore, even after a Biden victory.
