How the hell was Pat Quinn one of the best governors?

He's not in prison, so that automatically makes him the best Illinois governor this century. Rauner hasn't been charged yet, but there's still plenty of time between now and his 2018 defeat.

FWIW, there are strong rumors of Dick Durbin being recruited to run against Rauner in 2018.

Doubt he'll do it. He'd be 74 upon inauguration.

All three candidates currently running for President will be 70+ in January. Age isn't really big obstacle to politicians seeking office.

Also, if Durbin is never going to be Majority/Minority Leader now that Schumer has taken the spot (And Schumer has given hints that he might not even allow Durbin to keep his Whip position, mentioning that Patty Murray could take the job), then he might as well cap of his political career with a run at Governor.
