Now on Kip Holden running for Lieutenant Governor: good luck with that because I seriously do NOT see it happening for obvious factors:
1. No African American has won executive statewide office in LA ever.
2. Racially-divisive politics
3. If Holden emerged as the only Democrat running for LG, white Conservative Democrats would bolt to the GOP candidates

Tell that to Thurbert Baker, an African American who won several landslide elections as Georgia's Attorney General, garnering a lot of support from conservative Democrats.  I think there is prejudice in the south but it's more complicated than just skin color.

Governor Zell Miller appointed Baker to the office in 1997, so when he ran in 1998 he was already listed as the incumbent- but still ran 5 points behind Secretary of State Cathy Cox and Lt. Governor Mark Taylor, both of whom got elected for the first time that year.

Props to the impressive operation of the Louisiana Secretary of State Office - they had all the early votes (in all but five parishes) processed and counted within half an hour of the polls closing

The small part of the district on the southern shore of Lake Pontchartrain is contiguous to the Northshore part of the district, via the Lake Pontchartrain Causeway (25 miles long, and takes about half an hour to travel across).

However, the half of the district south of New Orleans is only technically contiguous to the northern half because St. Bernard Parish has a ton of ocean territory within its borders, extending all the way to the shore of St. Tammany Parish. To connect between these two parishes, the district crosses 12 miles of ocean - and probably another 20 miles of bayou before you reach two points connected by road
