It's not "instead." He's skipping NATO to stay in the U.S. for a visit by Xi Jinping. A few weeks later, he goes to Russia.

Are you saying that "Tillerson to skip April NATO meeting to meet with China instead, then travels to Russia" is better?

It's more accurate than the headline which links two separate events to make it look like Tillerson is flipping the bird to NATO by skipping a meeting to visit its enemy.
