II. Therefore it shall be established that neither tariff nor tax of any sort shall apply to trade between our two nations,
III. And furthermore guarantee the mutual defense against all powers which shall attack either friendly nation.

The Papal threat of a “Fifth Crusade” is but idle words. Should the foolish John and Raymond embark on this expedition, the Khwarazmian Empire shall retaliate with all necessary force to repel this pitiful attack on the ummah.

Treaty between the Khwarazmian Empire and the Sultanate of Rum
The Parties to this Treaty have agreed as follows:
I. Each Party recognized that an attack directed against the territories of either of the Parties would be dangerous to its own peace and safety and declares that it would act to meet the common danger.
II. For the purposes of this Treaty, an attack shall include either an armed attack or subversive activities directed by foreign powers which threaten either Party’s territorial integrity and political stability.
III. In order to secure this alliance, all taxes, tariffs, and other barriers to trade shall be removed. Merchants of one state shall be subject to no more than the regular rights of merchants under the laws of the other.
IV. This Treaty shall remain in force indefinitely. Either Party may terminate it one year after notice has been given to the other party.

Pact between the Mongol Empire and the Qara Khitai
I. The Great Khan Genghis of the Mongols and Emperor Kuchlug of the Qara Khitai hereby agree to engage in no armed attacks, nor in any subversive activities, upon the lands or peoples of the other.
II. The nomadic Turkmen under the rule of Emperor Kuchlug shall be granted autonomy to manage their own affairs. They shall not be obligated to provide levies to wars led by the Qara Khitai, and shall regulate their own titles and matters of succession.
III. Merchants of both empires shall be allowed to move freely between each other, and shall be granted the regular privileges of merchants in either realm.
IV. The Shah of Khwarazmian shall act as a guarantor of this agreement and its terms among the Qara Khitai.

The Khwarazm-Shah is bemused but gladdened to see the Catholic Pope's praise of Muslim realms. We would encourage him to continue to investigate why all of this world's most justly-administered realms abide by the principles of shari'a, and pray that he will soon join us in accepting the light of Islam into his heart.

A warning
To be delivered to my friend Genghis, the Great Khan of the Mongols, and to be spread across Transoxania

The court of the Shah of Khwarezm has learned that the man known as Uthman, who styles himself Prince of the Karakhanids, has been welcomed into the court of the Great Khan. The Shah accepts the Khan’s word that he is merely welcoming Uthman into the tent and does not consider this a violation of our pact.

Nevertheless, the Shah feels it necessary to warn the Khan: when in the service of the Shah, Uthman led a revolt in the city of Samarkand and massacred the loyal garrison. While he had a place of honor in my retinue, he nonetheless plotted against the Shah and sought to destroy our power. We feel it necessary to warn the Khan, so that he may avoid the same fate.

On the Crusade
Let it be known: the Shah of Khwarazm shall not permit the Holy City of Jerusalem to fall into the possession of those who do not worship Allah.

A NOTICE
To all nations and peoples of the world

That the Sublime, Eternal, and Well-Defended Territories of the Khwarazm-Shah, represented by the Sultan Ala ad-Dunya wa ad-Din Abul-Fath Muhammad Sanjar ibn Tekish, hereby declares that all those who seek to harry and molest the peaceful merchants of the Khwarazm-Shah, on account of any so-called "Crusade" or other conflict, are declared ENEMIES OF THE REALM, and shall be subject to the full military reprisal of the Khwarazm-Shah. All those who respect the merchants of Khwarazm, and who do not unnecessarily delay or burden them in their travel, and in general entrust them with those same rights afforded his own merchants, shall know peace.
