I'm curious when deviation became the difference between the highest and lowest. In the last cycle the difference from the highest to lowest was called the range. Deviation was the difference from the ideal. If you look at DRA you'll see that they use the deviation to mean the difference from the ideal/quota not the difference from largest to smallest. Wasserman is an extensive user of DRA so I'm surprised he confuses the term.
