NE failing to adopt this along with SE: Disgrace.

Nope - it's an assertion of regional rights to self determination.  The federal government has no business telling us whether we should have a death penalty.  That's up to us in the Northeast to decide.

Back in good ole days Slavery was also a subject of regional self-determination

Still should be.
