There's a collection of precincts a couple blocks east of it north of Empire Blvd that are significantly whiter than the surrounding area and more Republican. Three even voted for Trump in 2016 and I'd assume 2020. Republicans are clearly winning the white vote quite heavily here which is definitely not the case in anywhere else in Brooklyn north of there that isn't an Orthodox Jewish area.

Is it an Orthodox Jewish enclave? Seems kind of small for one. Something else?

If you're talking about the GOP enclave in Crown Heights, that is an orthodox area.

As others have mentioned, that part of Crown Heights is the center of the Lubavitchers, who are one of the larger and more active Hasidic Jewish groups. (They're definitely the group that proselytizes to non-Hasidic Jews the most). It's an odd enclave surrounded by mostly low-income black communities, although the western edge of their community is also on the edge of gentrifying parts of Crown Heights.
