iirc weren't passport fees raised at one point to fund a Labor bill a few sessions ago? Doesn't seem like a good idea to remove a source of funding for existing programs.

Would applicants still be charged fees to expedite their application of they chose to do so?

Sure, if you wanted to take away funding that went towards reducing naturalization fees to poor people.

Money doesn't grow on trees, you can't just keep racking up costs and ignore how to pay for it.
