Not generally, no. It's difficult for any sort of subculture to be generalizable to all white people, because white people are the majority and whiteness is the default in our society. People who dislike the cultural signifiers associated with country music it might find a reason to dislike a certain type of white person because of that, but it's hard to say that it (or anything else) reflects on white people in general, because there's no "white culture" that is distinct from mainstream American culture.
