This is pretty simple. These are two measures that were introduced in European countries and that work quite well. Affordable housing is an issue that we have to address. It becomes harder and harder to find a decent place to live. This bill won't move mountains, but it is a small step into the right direction.

No definition needed because the implementation is up to the states. My definition of an overstretched housing market is an area in which high demand for houses and apartments leads to barely affordable prices and rents.
