...why are Hawaii's House members such weirdos compared to their largely excellent senators?

I kinda wonder if Hawaii suffers a similar problem to California. There are so many Dems, but not enough opportunity for advancement. In Hawaii’s case (heh), it seems that the House districts act as a filter, catching the crazies.
