Would the Tea Party ever be registered as a Federal Political Party and would it be sufficient to make a long term impact and transform the US into a three party system?

As political parties are not registered federally, the question is pointless.

Ok, since BRTD won't address the real question, I think the real answer is, no.

I doubt it. Once the Republicans are back in power again I'd suspect the movement will die down.

The nature of the two-party system ensures that political movements are integrated into one of the two major parties eventually, usually as soon as a party takes power again.

This. Conservatives only care about defecits when Democrats are in control.

Question 1: No.
Question 2: No, but it could make a bit of a short term impact.

No.  The Tea Party is a movement, not a political organization like the existing parties.  They might take over or become an integral part of a party (like MoveOn did), but that would be the extent of that.
