Although I don't think I ever brought alcohol into the school on an ordinary school day. (Ah, but I remember the one time when we'd been out partying all night, hadn't had any sleep, and Dennis and me got stoned half an hour before school began. Of course, I was a tad older than Tweed is now, I think. Must have been 17 at the time.)

19 is more sensible, that way there aren't any mixed drinker/nondrinker parties in high school.

Let's put it that way - you will have some people not drinking even if it's totally legal for everybody. The changes would be peripheral. (Of course I have to try and imagine a situation where alcohol is illegal for under 21 year olds, as the situation you are trying to imagine is the only one I have ever known. )
