See KEmperor's response.  Elected representatives are supposed to be representative (gosh!) of their constituents.  If people were allowed to move to a state, vote, and the move back again, there's a very distinct possibility that the person elected would not be representative of his or her actual constituents.

There are no actual constituents. Why would someone move, then move back?

It's not as if there aren't people who voted for Senator in Ohio who later moved to Oklahoma.
