It isn't as if any of the documents contained relevant tactical information.

I'm sorry but 'the guy' could have given the nuclear codes, the way to crack military communications and on and on, I don't see how 'he' should be charged too, no matter 'he' would be American or Bhutanese, 'he' only passes informations, 'he' only speaks, no matter the importance of informations the fault is on a lack of protection or on a person who would have deliberately leaked while hadn't to.
Not saying all of this would be wonderfully smart to do if you can do it, just saying responsibilities should be kept straight.
