Remember that the current Democratic governor turned down a bill to have NV join the NPVIC, despite many members of his own party supporting it. This suggests that we should probably not bet on him automatically rubber stamping any redistricting plan that Democrats put forward.
In terms of the state, though, it is theoretically possible to create 3 strongly D-leaning districts, with two centered around Las Vegas proper and a third stretching from western LV all the way to Reno. However, this would be a rather blatant pro-D gerrymander in terms of the efficiency gap, swing district (or lack thereof), county splits, and compactness.
