If I can make a suggestion, I'd ask the Assembly to strike the maximum limit on debate time and require a cloture vote or to only open a final vote after 72 hours of non-discussion.

I can't support this: N1111 (for example) could refer to either the first bill of the eleventh session of the Assembly or the eleventh bill of the first session of the Assembly. I don't see any need to change from the slot only system (ie N1 or similar).

The idea would be to figure out a system to identify each bill based on those metrics. I'll need to figure out a system that works.

Also, would we wish to make it possible to be the Lt Governor and the Speaker at the same time? Possibly having them as the same person - so in effect, the Speaker is appointed by the Governor?

It would probably take a constitutional amendment to do that.

I think we should open a vote on the numbering system, with the suggestions, plus the 'current' system (NE1). Whatever wins would be the amended version.
