A sitting President getting lower ratings (even on FoxNews!) than a mostly unknown (to the public) Senator is still pretty embarrassing.

For some reason, that seems a little flawed. But then again, I don't know how they do the tv ratings (does the TV have to be on at 8:00 in order to be counted, or can it be turned on at 8:05). I would assume that there were just as many people tuned in to watch Bush (or at least part of it) as there were for the response (since they wouldn't have known exactly when the response would begin).
