This is news?

While it would good political revenge to stick it to governors who assumed Romney would win and thus relieve them of the need to make a choice, from a policy perspective it does make sense for them to have a clearer idea of the pros and cons in a practical sense of choosing to have their state run the exchange or not.  (As opposed to the political pros and cons they already had.)  It's only now that they are getting a good look at how a Federally-run exchange would work.
