Not quite. He's not really arguing that the judge is incompetent due to his ethnic heritage, but that it presents a potential political conflict of interest with respect to him personally due to his outspoken political views as a prominent politician. However, the two are deeply intertwined in this case. Either way, it does seem a step further for Trump than his previous comments, at least optically; this is as close as he's come to the "line," as it were.
