Well, I don't want the Alping to forget that there was a surplus in 2013 Tongue. I believe we should use these funds for exceptional purposes!

An interesting proposal, having the surplus going to an emergency fund is a great idea. Requiring consent from the Althing and the Governor is also a good idea, but I want to go further:

Sorry, it wasn't a well worded statement. Basically my question is how will we know if the emergency fund will be used by a piece of legislation/program/spending proposal?

Well, it's a "surplus" that is accumulated, so I don't see the problem. It won't be used except if we want to use it!
