Bill Clinton UN speech about dealing with Iraq




Clinton: Mr. General Secretary, and distinguished guests ; 11 years ago this body decided to go war against Iraq, to liberate Kuwait and stop its ambition of creating an empire. During the war, we had the ability to remove Suddam Hussein from power, but instead we decided to give him a second chance by agreeing to end the war on the condition that Suddam strictly follows all the terms set to him by the UN. He instead has repeatedly violated those terms by throwing weapons inspectors out of Iraq, continues to play war games with his neighbors , and still to this day oppresses his people.

Today we need to come together and tell Suddam that we are taking his chance away, and if he still refuses to back down and follow the terms set by this body we will remove him from power. I propose that we give Suddam 6 months to comply with the terms , and if he doenst comply by then we all meet back and authorize an operation to remove Suddam from power. We also must prepare to deal with a post Suddam Iraq , as we do not want the radical Sunni or Shia sects of Iraq to replace him as the leader in Iraq. For this I propose that we arm moderate rebels to take out Suddam , with our military giving them air cover so we can take down Suddam without war, and and the same time letting the people of Iraq decide what their future is.


I want to thank this body for letting me speak here today, and may god bless all our nations in the upcoming months .

Larry King: How do you think the President has handled the war on terrorism so far

Gore: He has handled the war excellently so far, as thanks to President Clinton the Taliban are no longer in power, Bin Laden has been killed, Al-Qaeda have been driven out of Afghanistan and their training camps have been destroyed .


King: Do you regret with hindsight , now signing up for a third term

Gore: No I dont, as I personally believe nobody should serve either the presidency or vice presidency for more than 8 years each other than rare occasions . Anyway Vice President Kerrey has done a superb job as Vice President so far , so their are no regrets


King: Wouldnt this count as an rare occasion, and if you support a two term limit why did you endorse President Clinton last year

Gore: Well no the rare occasion has to occur during election year to count , and no this isnt rare as while we are in a time of war its no where near the scope it was during World War 2. The reason I endorsed President Clinton is that i term limited my self, but i wouldnt force it on others.


King: Alright how are you doing personally


Gore: Its been great, I have been able to do many exciting things that I am no longer in office, and also I have joined environmental groups in pushing the awareness of Global Warming .

King: It may end in 2004

Gore: I havent made my decision on 2004 yet , but I will have by this time next year.

White House releases Prescription Drug reform plan:


Plan :

-Covers all essential prescription drugs fully for anyone 65 years year old or older.

- For non essential prescription drugs , seniors can choose their own coverage plan ,although if they choose to opt into a non essential plan they will be required to pay premiums.

- All seniors will receive a Medicare part D card , and the plan they decided to opt into will be written on the card to avoid confusion.

- Buisnesses who cover prescription drugs in their employee pensions will receive tax breaks ,or subsidies to encourage continue that benefit in the future


-Raises The Cap on Payroll Taxes to pay for this plan

HHS Secretary Dean takes questions on prescription drugs plan





Reporter: Secretary Dean, the polling on this bill showed that less then a third of republicans support this bill . Wouldnt you say we are at a time that we shouldnt pass partisan bills through congress, as we dont want to divide the country.

Dean: The reason the poll numbers show that more than 2/3 of Republicans oppose this bill is because you phrased the question as do you support the President's plan to reform prescription drug coverage.  Instead you should ask the people, what they think of each of the main provisions of the bill and see what the results are instead of phrasing a question in a partisan way.


Reporter: But you know that majority of Republicans opposing raising taxes , and that is their main problem with the bill

Dean: First of all we are not raising taxes, we are raising the cap because we dont want only the poor and middle class to be taxes and this bill will make anybody eligible for this plan no matter what their income is.


Reporter: The proposal said that everyone will get a card detailing their plan on it, what do you mean by that

Dean: Well what that means is this, first when people are signing up for a plan they get to choose if they only want essential medicine covered ,or others as well and what ever plan they choose will be listed on the card.

Former Speaker Gingrich Reacts to Clinton's proposal






Gingrich: The fact that the President proposed this divisive , and big government bill is an outrage . The fact is our country does not need to be fighting over the proposal in a time of war. Now the media will probably ask why I think this bill is so bad, so I will explain to them. First , this proposal will mean that the Federal Government will decide for you what is an essential drug or not instead of your doctor who knows your health history more than anyone else. Second President Clinton plans to raise taxes on everyone including people in their 20s who which likely wont receive medicare benefits when they retire ,  thanks to the mismanagement of the socialist and bureaucratic  Federal Government. I demand that the Republicans in congress fight to make sure that this proposal doenst become law, and if they dont it will prove that they are nothing but Republicans in Name Only.

1. Covers monthly prescription drug costs of every dollar over seventy five dollars for any person eligible for medicare

2. Will fund this plan in two different ways:

 a . give a tax break to any corporation who give retired employees this benefit or better as part of their pensions

Reporter: It has been 7 weeks since you released your plan to reform prescription drug coverage , and the house has finally passed a bill addressing that issue, but with a different plan than yours. Would you sign the house bill if that is the bill to reach your desk.

Clinton: I will sign the bill, as while the details of the house plan is different than mine , it accomplishes the same goal, and since its congress and not me who gets to create laws that's all I can ask for.

Reporter: Former Speaker Newt Gingrich is still holding rallies opposing the bill, what do you have to say about that.


Clinton: Former Speaker Gingrich is a citizen of this country, so he has the freedom to express his beliefs , and hold any protests he feels like. The fact is not only is he no longer speaker, but he is not even a member of congress so it is not my job to work with him anymore , and instead its my job to work with current members of congress.


Reporter: Are you confident this bill can pass in the senate


Clinton: Yes I am , the fact is that the house passed a bipartisan bill and I am sure the senate will be able to do the same .


Reporter: Moving on to Iraq, why is it important that you deal with Suddam now instead of finishing the job in Afghanistan

Clinton: First of all we haven't made a decision to oust Suddam yet, and he still has 5 more months to comply with his surrender agreement he made 11 years ago . The fact is dealing with this issue is important , as if we let Suddam get away with violating his terms of surrender other enemies of ours will employ the same tatic  to harm our country.


Reporter: But why now , and not before


Clinton: We did deal with him before, with targeted air strikes to wipe out his WMD's back in 1998. Now after 9/11 , we must show strength and a resolve that we wont get bullied to our enemies so we are not put at a point of vulnerability again.

Due to President Clinton's high approval rating , many prominent Republicans who were expected to run in 2000 decided not to run .This included Texas Governor George W Bush , who most pundits expected would run in 2000 , and likely would be the GOP nominee if he decided to run. Due to Governor Bush not running , the GOP field was wide open .Despite the field being wide open, by the  Iowa Caucuses it became clear that the GOP primary front runners were Senator Phil Graham and Senator John McCain, and the closeness of their primary rivaled the 1976 GOP primaries and with the same result . Like in 1976 the more centrist candidate would barely beat the more conservative candidate .

Senate Passes House Bill and President signs it:


NBC News Reporter: The Senate in a vote 62-38 passed the house bill to reform prescription drug coverage, and now we are waiting on the President to come and sign the bill. Ok here he comes



President Clinton : For 5 long years , the Congress and I have tried to pass a bill which allows our seniors to afford the prescription drugs they need, and for 5 years we failed. Over the past 10 weeks ,we came back to the bargaining table determined to finally solve this problem and thanks to congressman on both sides , we have finally solved the problem . Just a short time ago I signed a bill which makes prescription drugs affordable to seniors once again.  Now thanks to this bill , no longer will seniors have to put off visiting their grandchildren , so they can afford to pay for medicine . After working for more than 40 years , they have the right to do the things they wanted to do but didnt have time for when they were working: visiting different places, and spending time with their family. I want to thank once again both parties for coming together and making that a reality

Secretary of State Joe Lieberman announces sanctions on Syria:





Lieberman : Despite all of our warnings to the Syrian Government to stop their WMD program, renounce their ties to Hamas , and apologize to the Israelis for those ties , they have not done so . Due that we will impose an economic embargo on Syria, ban all imports from Syria, sanction  Syrian financial institutions ,   and impose an almost total ban on selling aircraft or repair parts to Syrian aviation companies. If the Syrian Government wants these sanctions lifted they must adhere to all our demands, or face even stricter sanctions in the future.

Depends on if suddam complies with UN resolutions or not . If yes the focus will be more on Syria though it doesn't mean the first steps to deal with Syria will be an US led  invasion .

Why did Bill Clinton pick one of his strongest critics within in the Democratic Party (Joe Lieberman) for one of the most important cabinet positions?

Also Lieberman mainly criticized Clinton on his personal behavior , which many democrats criticized him for . Tom Brokaw : We have some breaking news to report to you today, the Iraqi Government has just agreed to comply to UN resolutions .  Suddam Hussain while not wanting to do this realized he had no choice, as he realized that the UN was not bluffing they actually meant to go through with their threats. The reason he realized this, is that UN forces are building up an invasion force of up 750,000 troops in Kuwait .

Clinton: The Iraqi sanctions did indeed succeed , as we weakened Suddam's Millitary capabilities with those sanctions, and now we are trying to do this with Syria so we can make their military weaker as we. Thank you and that that will be all the questions
