Has the CEO resigned or faced jail time? The bosses that encouraged this need to see at least as much jail time as the regular workers.

It depends on if it was actually was people being told to do this or just facing stiff goals did this to meet goals. If option 1 then anyone who encouraged this should face jail time.

From what I understand, this was basically a victimless crime. Accounts were either for non real people, or if they were for real people, just sat inactive and unused. The worst thing that could have happened is some people might have paid a $10 fee for having an inactive account. Such fees should be refunded but after that, I don't see why low level employees should be punished. This reminds me a lot of the "election fraud" Republicans complain about, when people who are pad by how many voters they can register, create fake registrations for Mickey Mouse and Rusty Shackleford. Not a big deal.

They covered this on KQED Forum recently and basically the gist is that there doesn't seem to be any worry at the top despite hearings soon -- the fine that was levied was relatively pedestrian. A lot of people are criticizing the process insofar that it would probably result in the employees being blamed even though there's likely an implicit culture of "meet your goal no matter what or get fired".
