Here's what happened: in the FY2014 budget, the legislature spent $130 billion on a healthcare program that didn't even exist before. It's a great example of budgetary oversight, but we're able to end some taxes, expand the pension plans of our workers, and still stay in the green, and it's a unique opportunity we're in, and we should expand the surplus slightly as well.

I had originally wanted to eliminate the sales tax, but it had too much of our revenue for it to be possible.
