But the guys holding Columbian sex parties aren't?

They are most likely corrupt, but they are more likely to know rules. I mean, my local police decided to make more proofs to convict two murderers. Courts didn't liked and freed them (and most local polices where dissolved in Quebec after that).

So, no, I really dont trust local police.
