Did he forget he's facing reelection next year or has he just given up, realizing he's gone?

He's basically said screw it, he knows he cant win reelection so he's going back to his hack roots. Joe Manchin is in a similar spot.

To a somewhat lesser extent that goes for Martha McSally and Thom Tillis too, but moreso with him because he wrote an attention seeking opinion piece vilifying the emergency declaration and then voting to protect it anyway. Do one or the other, not both! More than ever I want his wishy-washy ass to lose in 2020.

This is self-contradictory.  If voters wouldn't remember his vote, he wouldn't have to vote based on the possibility of a primary challenge.

Tom Tancredo could challenge Gardner in a primary, and he'd be formidable in the primary (although a weaker GE candidate).
