I think the threat here is supposed to be descriptive rather than prescriptive. If it is prescriptive, it's a fairly clever adoption of a tactic that the Republicans absolutely love and which has served them pretty well, at least in Congress.
I'm also still really interested in this version of 2008 and the later Bush years in general that WhyteRain apparently experienced.
