For people that make $150k per year? I mean, does it really help normal people? And by normal I don't mean poor, I mean middle middle-class.

It has been proven to do so and not just in poor inner city situations.

Well of course, but how great would this tax be? The Yankees go over the salary cap year after year, and pay a great deal of penalties for this, yet they still do it. (a bad example, but it's the best I can think of right now)
