All right. Let's say in 1993 Perot doesn't do as bad as he did on Larry King vs Gore on NAFTFA. A lot of people consider that the start of his downfall as many folks believe Gore won the debate and made Ross look silly.
With Perot not as down he still has a major following like in 1992. 1994 mid terms happen the same with some strong Independent showings here and there, and the Reps take both houses. He forms the Reform party in late 1994 with three main goals: 1. Get 5% in 1996 Presidential election, 2. Seriously compete in congress elections, 3. Compete in statewide elections.
Everything in RL happens as it did with the shutdown and all that.
Clinton/Gore is renominated in 1996, and Dole wins easily in a rather lame Republican primary. Instead of going with Kemp he picks John McCain as his VP. Perot decides to get a well known politician to run with him this time that isn't a cliched pick either, his choice? David Boren a former Democrat. Perot is mostly like in 1992 but centers some more on some (not many but some,) issues.
Who Wins? Does Perot get 5%? How does Nader do?
