I'm well aware of legislative procedure, but his legislative record is hardly substantial.  BTW:  Performing the Heimlich maneuver isn't a legislative or governmental act.

So what did Cheney do in the House besides say that its a myth that low gas prices are good for America, and calling for massive gas taxes?

He did do substantially more as Secretary of Defense, like planning a war, beginning the restructuring of the military, not to mention as chief of staff of the White House.  Cheney was, after 11 years, the House whip, one of the leaders; what leadership positions does (or did) Kerry hold?

Now, in all fairness, Kerry did a few other things in the public sector; what accomplishments did he have there?
