Let's say someone is living in Iowa and votes in the caucus in January or February.  Then, they move to California that spring and the nomination is still undecided in June.  Are they eligible to cast a vote in the CA primary, even though it would be a second vote in that nomination cycle?

As long as they’re establishing residency in the new state before the voter registration deadline, sure absolutely.
