That is a difficult one.

Sweden and Switzerland have the most nuclear bunkers per citizen in the World.

Everyone in Switzerland is legally entitled to a space in a nuclear bunker.

If they're anything like the NATO-operated underground facilities in Germany, "bunker" is a radical understatement. 

The OTAN ones are massive subterranean structures; basically military installations underground.  Complete with barracks, dayrooms, chow halls, war rooms....and somewhere in the Rheinland-Palatinate, there lies a General's private WC which I once PROUDLY took a piss in, etc...
