I agree. Why exactly should the state fully reimburse? As it says, they already reimburse up to 75% of the costs. That's a very significant amount. I don't understand why local resources can't at least partially be used here.

I mean come on now. I'd really like a good reason why it's so important for the state general fund to cover every last dime.
It's the same reason we buck so many local costs, such as the National Beach Subsidies (aka beach renourishment and the National Flood Insurance Program), to the Federal Government.
