II. This Colonel shall have his men deliver the supplies according to the need of each center.
III. Any remaining money, alongside fifteen million dollars, shall go to an Emergency Citizen Situation Fund, which may be used for any emergencies to be used to help any and all citizens endangered due to a massive crisis under the authority of the Southern Assembly and the Governor.
IV. All local government machinery is to go to work clearing roads with their emergency teams on standby to assist masses of needy and homeless.

II. Any non-southern citizen may introduce a bill, so long as their region has an equivalent right for Southern citizens. This shall be held after at least two other regions have passed an equivalent, as determined by the presiding officer of the legislature.
