On domestic affairs, sure. But his foreign policy record, with the exception of the Berlin airlift, was quite horrible, and he started the precedent of unconstitutional "police actions" in foreign nations.
I think it's laughable to decide which set of foreign policy views is "progressive."

There's nothing inherently more liberal about being a dove than there is about being a hawk, and neither party acts differently from each other when it comes to foreign policy...
I'm wondering, since you probably know more history than I do, was criticism of the other party's foreign policy nonexistent before the 1980's or so? Is it relatively new?
