It's a fact that Netanyahu personally committed foreign interference for Trump in the 2016 election. But Democrats are too cowardly to stand up to real foreign interference in an election.

It doesn't do that. There is no enforcement mechanism in this bill.

The enforcement is that it becomes a part of civil rights law as applied to education. It's like how Title IX has sometimes been interpreted as declaring some expression as constituting sex discrimination.

Well, "the targeting of the state of Israel, conceived as a Jewish collectivity" is antisemitic. The question is who gets to define "conceiv[ing of Israel] as a Jewish collectivity" and, for that matter, what counts as "targeting" it.
