Wolf Blitzer : So, with this series of victories by Bernie Sanders, it seems that the Democratic establishment is panicking. In addition, he now has 1066 delegates, which is more than the half of the 2026 delegates he needs to win the nomination.

Anderson Cooper : Exactly, the moreover that statewide polls in Wisconsin seem to be in his favor due to his advantage among Democratic working-class voters over his two rivals. And then in the state of Wyoming, he could once again orchestrate a crushing victory there due to the massively white population there.

John King : And then in the state of New York, where he was born and a state that borders his home state of Vermont, two factors that could help him to connect with New York voters.

Anderson Cooper : But Cory Booker could also have the advantage in the state of New York due to his appeal among African-Americans. The moreover that his home state of New Jersey is in proximity not only with the state of New York. It is also in proximity with New York City, the likely key to a potential victory in New York. The same for Pennsylvania since New Jersey is also in perfect proximity with Philadelphia.

New York City has a 5 or 6 to 1 African-American Population. With Kaine still in this Race he's likely splitting the Upstate Vote with Sanders so I think he's (Booker) going to win there.

Sanders though will win Wisconsin & Wyoming but not as big as you think. Sanders will absolutely get creamed in Milwaukee because of the AA Vote. Same goes for Madison.

DNC chairman Keith Ellison decided to reduce the total number of superdelegates from 715 to 282 in order to « make the primary procedure fairer ». Until now, Sanders has approximately 33 superdelegates, Warren 14, Hickenlooper 5, Kaine 63 and Booker 80.

Pretty apparent now based on this Polling that Senator Kaine needs to drop out if Democrats want to salvage their General Election Chances somewhat. Without Kaine Booker could sweep New York, Delaware, Connecticut, Rhode Island, Maryland and Pennsylvania. Kaine has no chance of winning the Nomination.

April 1-2 :

-In a last minute effort, the New Jersey General Assembly, that is under Democratic control, adopted with 54 votes on 80 a legislation allowing Cory Booker to run both for President and for senate re-election at the same time in 2020 in order not to lose another senate seat. Next day, Booker announced that he's going to run for senate re-election in 2020 but will, for now, focus on his presidential campaign, believing he still has a chance to win the Democratic nomination since Sanders has only 200 more delegates than him.

April 3 :

-During a rally in Green Bay, Wisconsin, Bernie Sanders attacked Tim Kaine on his 2015 vote in favor of advancing fast-track trade powers for Barack Obama to negociate free trade deals, including the TPP, claiming that Senator Kaine « has to assume his responsibilities in the loss of American manufacturing jobs that overshipped overseas. Unlike Senator Kaine, I will put American workers first. » He reiterated these attacks in campaign ads he broadcasted in Wisconsin, New York and Pennsylvania.

April 4 :

-President Rubio campaigns in Milwaukee, Wisconsin where he slams Bernie Sanders on his anti free-trade message. Here are some excerpts from the President's rally :

Yesterday, we heard Senator Sanders attacking Senator Kaine on his vote in favor of the TPP and free trade. Senator Sanders is running on the same populist agenda he adopted four years ago that has proven to be a failure since it made America a harder place to do business, cost American jobs, kept tariffs high and made our products more expansive, thus killing opportunities to get new international consumers and to create good-paying jobs here in this country. When I came in office, we ratified new free trade deals, including the TPP, the TTIP and the ACFTA, that made our economy stronger and created hundreds of thousands of good-paying jobs here in America, including here in Wisconsin and in the Midwest. And these free trade deals helped us to avoid job losses and to encourage job creation by cutting taxes on manufacturing businesses, thus making America a stronger friendly environment for manufacturing businesses. What Senator Sanders doesn't understand is that the reason why jobs were going away was because we had the highest corporate tax rate in the world. So we reduced it from 40 % to 15 %, which gave us the lowest corporate tax rate in the industrialized world and made America the best place in the world to start and expand a business, thus bringing stronger job creation for Americans. Our trade policy got millions of new international consumers for America thanks to lower tariffs that made our products less expansive and increased America's competitiveness in the global economy. That's how we created 11 million new jobs over the last 4 years and that's how we have the lowest unemployment in over 50 years. What Senator Sanders doesn't understand is that the Great Depression got longer and worse because of the legislation of the Smoot-Hawley Tariff Act of 1930 that increased tariffs and reduced American exports and imports, thus increasing unemployment rate from 8 % in 1930 to 25 % in 1932. No wonder that Senator Sanders has said, when he was mayor of Burlington in 1985, that breadlines were a good thing. So Senator Sanders wants to bring us back to the Great Depression through higher taxes on hard working families and businesses and bigger government, which will not only kill American jobs and reduce the American people's purchasing power and their access to food. We can't tolerate that. This election must be about the future, not the past. If I'm re-elected, we will get our country to full employment thanks to the promotion of free enterprise and free market, tax reform, small government, energy independance, free trade and championship of businesses. That's how we will keep America prosperous and that's how we will keep America strong. Thank you. God bless you and God bless America.

-The House of Representatives votes 360-75 for the Global Security Act that is later signed into law by President Rubio, which allows the Secretary of Homeland Security to reinforce the use of the share of biometric data in order to reinforce border security and calling America's allies to do the same to combat terrorism.

April 7 :
-Democratic voters head to the polls ahead of the Wisconsin Democratic primary.

April 9 :
-Campaigning in New York, Bernie Sanders boasts of receiving no money from Wall Street while labeling Cory Booker and Tim Kaine as the « darlings of Wall Street » since they are receiving money from Wall Street.

April 10 :

-Ohio Senator Rob Portman introduces the US-India Free Trade Agreement Implementation Act that would establish a free trade agreement between the United States and India and increase exports and imports between these 2 countries in order to reinforce job creation as well as America's competitiveness in the global economy. The senate will vote on this bill on April 17 and the House of Representatives on April 24.

April 11 :
-Democratic primary voters in Wyoming head to the polls ahead of the Wyoming Democratic caucuses.

April 12 :

-President Rubio hosts Congolese Prime Minister Bruno Tshibala at the White House where they ratified an intelligence partnership between their two countries to share biometric data in order to fight ISIS and to counter any attempt by ISIS to expand in the Democratic Republic of Congo.

April 13 :

-President Rubio campaigns in San Diego, California where he praises America's recent path to energy independence and described as great news for the economy and the environment.

April 15 :

-Vice-President Haley campaigns in Ohio where she calls on Congress to approve the US-India Free Trade Agreement Implementation Act for the sake of job creation and economic growth through free enterprise and reinforcement of America's status as the greatest trade power in the world.

Meanwhile, Tim Kaine is doing well in Wyoming's center counties, including the Natrona county, home to Casper.

That's about it with the "Safe Sanders States" I think.

My Predictions for the remaining States (going from West to East)

Oregon = Sanders favoured
North Dakota = Sanders favoured
South Dakota = Sanders favoured but by no means a sure thing
New Mexico = Kaine favoured if he stays in the Race
Arkansas = Booker favoured
North Carolina = Booker favoured
Kentucky = Sanders favoured
West Virginia = Sanders favoured
New Jersey = Booker
All other States are Toss Ups

Sanders needs 915 more Delegates. I think we have a contested Convention. I'll be surprised if Sanders wins New York, Maryland or Pennsylvania because of the Black Turnout.

-Ahead of the New York Democratic primary, Bernie Sanders, Cory Booker and Tim Kaine participate at the 12th and final primary debate of the 2020 Democratic primaries at the Columbia University in New York City, New York. During the debate, Sanders reiterated his attacks against Tim Kaine on his 2015 vote in favor of fast-track power and on his decision to skip the vote on the US-India Free Trade Implementation Act, claiming that he thinks « Senator Kaine decided to skip this vote in order not to repeat his mistakes in the past. But for you to not showing up to take a position in order to focus on your campaign, you should be ashamed of yourself. This is not political courage. » As expected, most of the attacks were focused against Sanders during the debate, Senator Kaine invoking the allegations of possible bank fraud in connection with a $10 million loan by Jane Sanders, Senator Sanders' wife, helped Burlington College obtain in 2010 to purchase 33 acres of land from the Roman Catholic Diocese of Burlington. Cory Booker hammered Sanders on his vote in favor of the Iraqi Liberation Act in 1998, reminding the audience that « exactly four years ago, here in New York, Senator Sanders questionned Hillary Clinton's judgement for her vote in favor of the Iraq War and even called it the worst foreign policy blunder in the history of our country. And yet, Senator Sanders, when you were Congressman, you supported the Iraqi Liberation Act of 1998, a U.S. Congressional statement of policy stating that "it should be the policy of the United States to support efforts to remove the regime headed by Saddam Hussein from power in Iraq." So, by voting against the Iraq War four years later, Senator Sanders has shifted his position on regime change in Iraq and while he called this war the worst foreign policy blunder in history, his vote in favor of the Iraqi Liberation Act of 1998 demonstrates that he has himself made a contribution to the worst foreign policy blunder our country has ever known. I don't think this is the kind of judgment the American people is seeking in a Commander-in-Chief. If this is a race about judgment, then I am your man. » Political analysts declared Booker as the winner of the debate, which could boost his chances in New York.


April 20 :

-President Rubio campaigns in Florida where he gives a speech in favor of Puerto Rico's ascension as the 51st U.S. state in the context of the referendum on Puerto Rico's political status that will be held on November 3 2020, the same day as Election Day 2020.

April 22 :

-Nebraska Senator Ben Sasse introduces the Energy Power Act that would approve the construction of a pipeline from Texas to Ciudad del Carmen in Mexico. The senate vote on this will be held on April 29 and the House vote on May 6.

April 23 :
-Campaigning in Allentown, Pennsylvania, President Rubio calls for the approval of the Energy Power Act by the Congress for the sake of stronger energy independence, job creation and higher wages.

April 24 :

-The House of Representatives votes 293-130 for the US-India Free Trade Agreement Implementation Act that is later signed into law by President Rubio, thus ratifying a free trade agreement between the United States and India that is schedued to be established on April 30 during Ram Nath Kovind's visit in Washington.

April 25-26 :

-Finnish President Sauli Niinistö announced Finland's interest to join NATO as a new member of the intergovernmental military organization due to Russia's Vladimir Putin's agression and also to combat terrosim. During a visit at the White House, he meets President Rubio who declares the United States' support to Finland and to its eventual ascension as new NATO member.

April 28 :

-Pennsylvania, Maryland, Delaware, Connecticut and Rhode Island hold their Democratic presidential primaries.

April 29 :
-The Senate votes 67-32 for the Energy Power Act.

April 30 :

-President Rubio hosts Indian President Ram Nath Kovind at the White House where they officially ratified the US-India Free Trade Agreement, thus increasing trade exchanges between the two countries, lowering tariffs and encouraging job creation. Anderson Cooper : Exactly and that could also give him the necessary boost for next week's primaries, especially in Pennsylvania, Delaware and Maryland while Connecticut and Rhose Island seem to be favoring Senator Sanders.

John King : But Tim Kaine could also pull off a victory in Maryland, notably, due to his home state of Virginia's proximity with Maryland and his connections in Washington D.C.

Anderson Cooper : Yes, but an important part of Maryland's voters are African-American, which could give the advantage to Booker in Maryland. The moreover that Kaine has not won a primary since last month and with this series of losses, it seems that Kaine's campaign is losing momentum.

What is the Superdelegate Count between Sanders and Booker?

Anderson Cooper is spot about the African-American Vote. A lot of the Democratic Vote in Maryland comes from Baltimore & Annapolis. Tough to pull off an upset by Kaine. A huge Turnout in Phliadelphia & Pittsburgh is also going to help Booker in Pennsylvania.

I wonder if Catherine Pugh (current Mayor of Baltimore) and former Mayor Stephanie Rawlings-Blake would endorse Cory Booker along with Elijah Cummings.

This is more likely than not going to a "Brokered Convention" here.

Wolf Blitzer : And according to the delegate count, it seems that the Democrats will have a brokered convention since Sanders has only 1339 delegates, Booker has 1116 delegates and Kaine has 767 delegates while the magic number of delegates needed to win the Democratic nomination is 2026 and there is only 600 remaining delegates in the states that didn't vote yet. So this will be the first brokored convention since 1948, when Thomas Dewey was chosen on the third round of balloting at the 1948 Republican National Convention.

John King : We almost saw it 4 years ago with the Republicans when this was a close primary race between Marco Rubio, Donald Trump and Ted Cruz, but they managed to avoid it thanks to Cruz's withdrawal from the race and endorsement to Rubio after losing the Indiana primary at that time and thanks to Rubio's victory in the California Republican primary in 2016.

Anderson Cooper : And now since the Democrats will have a brokored convention in St. Louis, it will be difficult to predict the eventual Democratic nominee.

Wolf Blitzer : Unless Sanders makes strong performances in the remaining primaries and gets to almost 2000 delegates, he could count on Elizabeth Warren's 175 delegates to have a decent path to the Democratic nomination on a second, third or fourth ballot during the 2020 Democratic National Convention since Warren is endorsing him and since she has very similar views with him.

Anderson Cooper : But the biggest winner of the fact that the 2020 Democratic National Convention will be brokered is President Rubio due to his incumbency and his strong popularity, which, of course, guarantees his renomination by his party and gives him more time to raise money, to attract Independent voters, to campaign across the country and to launch attack ads against his Democratic opponents.

John King : Wolf, we just learned that Tim Kaine dropped out of the race. It is also likely to be a determining point in the race for the Democratic nomination.

TIM KAINE DROPS OUT OF THE RACE
Wolf Blitzer : Exactly, because the moderate Democratic primary electorate will surely go entirely to Booker, which could help him to win the nomination on a second or third ballot with Kaine's delegates. But we'll see how the race will go on in the next few weeks in order to determine a possible winner in the primaries, especially with the Democratic primaries in Indiana where Sanders could have the advantage and in North Carolina where Booker could once again benefit from African-American turnout.
