Bush/Ayotte
Bush/Johnson
Bush/Kasich
Bush/Martinez
Bush/Portman
Bush/Sandoval
Bush/Snyder
Bush/Toomey

Walker/Ayotte
Walker/Kasich
Walker/Martinez
Walker/Portman
Walker/Rubio
Walker/Sandoval
Walker/Toomey

These are what I see as having the most potential, while also being plausible (no Condi Rice / David Petraeus nonsense).

Even though Rubio has more baggage than an airport?

This is a lot of flaws he encompasses:

Walker/Kasich or Walker/Portman.  Place your chips on the Midwest.  If you have to pick one of the Florida twins to win Florida, you'll lose anyway.

Paul Ryan seems to have handled the national spotlight better than any other Republican. Susanna Martinez may be the most electable Republican, but she seems uninterested in running. Kelly Ayotte may also have an opening. She did really well in 2010 for someone as conservative as Christine O'Donnell.

Paul Ryan/ Condoleeza Rice (She adds foreign policy experience, diversity and name recognition- Less need to introduce her to voters)
Paul Ryan/ Susanna Martinez
Paul Ryan/ Terri Lynn Land (She leads in the polls in the Senate race, and looks good on paper)
Paul Ryan/ Marco Rubio (Amplification rather than diversity)

Kelly Ayotte/ John Kasich
Kelly Ayotte/ Scott Walker
Kelly Ayotte/ Rob Portman
Kelly Ayotte/ Rick Snyder

Susanna Martinez/ Rob Portman
Susanna Martinez/ John Thune
Susanna Martinez/ Rick Snyder
Susanna Martinez/ Tom Cotton

Christie and Walker are question marks right now. Christie's had an awful month, but has time to recover. We don't yet know if Walker's personality carries well on a national level.

I'm not sure if it would be "best" as in the most electable, but at this point I think my ideal ticket wold be Walker/Sandoval.

Walker/Underwood... oh wait, those are Democrats.

The spoiler is not appreciated. Please don't do this again.

Most of those Walker tickets are very good, and probably electable too. I personally like Walker/Sandoval the best.

Brian Sandoval is pro-choice and recently said Nevada's gay marriage ban is not worth defending.  That may be less of an issue in 2016, but the base would hate it.

I like Sandoval, by the way.  If he were the top of the GOP ticket the Democrats didn't put up anyone good, I'd consider voting for him.  But the GOP will NEVER support someone who is socially moderate and implemented Obamacare in his state.

I'd go with Bush/Martinez or Rubio/Portman. Sandoval definitely enters the conversation if he can figure out some way to neutralize (relatively speaking) his pro-choice stance.

Screw the haters!!  Christie-Martinez (make a play for NM) or Chritie-Ayotte (baby steps toward a return to our roots with an all-Northeast ticket).
