The way Section 1 is worded is a bit confusing. To be clear, this would require all employers who have a collective bargaining agreement with a union for any reason, to automatically accept the establishment of a hiring hall, even if said agreement says nothing about that?

That does seem to be the way it is worded.

JoMCaR, I'm not really sure what the purpose of your amendment is. Could you clarify?

To make sure that the hiring process in companies doesn't end up in the hand of a few big union bosses. By giving the same power to the employer, we can assure more of a balance ^^

I see what you're getting at, but I don't think removing "or all" changes anything practically speaking.
