major industries (coal, steel, oil etc) - no way!!!!!
agriculture (graineries, farms, warehouses) - hell, no!!!
transport infrastructure (roads, rails, airports, etc) - Roads, yes. Else, mostly no.
utilities (power, water, sewage) - depends on utility and situation.
