I find the old New Deal (the non segregationists of course) Democrats preferable to New Left, New South, and Third Way Democrats, so I'm going with Humphrey.

In terms of how good of a President they'd be, disregarding elections:
1. Sanford
2. Humphrey
3. Carter
4. McGovern

In terms of competence I agree with this order, don't know enough about their positions to say on policy (but regardless, although he seemed like a good man, McGovern would have clearly been the worst by far on both counts).

Sanford and Carter are immediately out. I like both Humphrey and McGovern and even if I like McGovern more, Humphrey would probably make the best president and if he won in 1968 could continue on the New Deal social programs better then McGovern could of. For instance it would probably be easier for Humphrey to have passed Universial Healthcare with a senate and House overwealmingly democratic then McGovern could.
