No it doesn't. depending on something does not mean it is dependable.  Tongue

No I meant 'depend' in the sense the original poster appeared to be using it - 'to live upon'.

Now comes the spiel about how "surviving" doesn't equal "living" or some other nonsense.

No, I'm not necessarily saying they're dead, I'm just saying that welfare doesn't keep them alive.
