  1. has a statute under which residents may be permitted to carry a concealed firearm; or
  2. does not prohibit the carrying of concealed firearms by residents of the region for lawful purposes.

Section 2: Limitations
This section shall not be construed to supersede or limit the laws of any region that:

  1. permit private persons or entities to prohibit or restrict the possession of concealed firearms on their property; or
  2. prohibit or restrict the possession of firearms on any regional, state or local government property, installation, building, base, or park.

Section 3: Application of the law
  1. A person who lawfully carries or possesses a concealed handgun in accordance with this law may not be arrested or otherwise detained for violation of any law or any rule or regulation of a region related to the possession, transportation, or carrying of firearms unless there is probable cause to believe that the person is doing so in a manner not provided for by this law.
  2. Presentation of facially valid documents is prima facie evidence that the individual has a license or permit as required under Section 1.
  3. A person possessing or carrying a concealed handgun in any region may do so in any of the following areas in the region that are open to the public:
     A. unit of the National Park System.
     B. unit of the National Wildlife Refuge System.
     C. Public land under the jurisdiction of the Bureau of Land Management.
     D. Land administered and managed by the Army Corps of Engineers.
     E. Land administered and managed by the Bureau of Reclamation.
     F. Land administered and managed by the Forest Service.
  4. A person who is deprived of any right, privilege, or immunity secured by this section, under color of any statute, ordinance, regulation, custom, or usage of any region, may bring an action in any appropriate court against any other person, including a region, who causes the person to be subject to the deprivation, for damages or other appropriate relief.

Section 4: Effective Date
The Atlasian Concealed Carry Reciprocity Act shall take effect 90 days after being signed into law.

Simply put, this just ensures that concealed carry permit holders are able to do so in regions they do not live. This doesn't put anyone at risk, and doesn't override any restrictions to concealed carry set by private property owners or set by laws in the regions themselves.

Excellent bill.

A few very minor comments on Section 3:

- Could "lawfully" be inserted between "person" and "possessing" at the beginning of the first sentence?

- Right to concealed carry within National Parks and National Wildlife Refuges was actually passed in real life 2009 as a rider to the Credit CARD Act and should be binding law as it pre-dates the reboot.

- Right to concealed carry within Army Corps of Engineer areas was passed last year in game as # 31 in the Dumb Regulations Repeal Act

If your goal however is to just recodify everything in 1 place so that you dont have to check 8 different sections of the US Code, that is reasonable and would mean their inclusion served a non-frivolous purpose. Not saying you should or have to remove those clauses, I mainly just wanted to clarify which of those federal properties you can already carry on.

And yes, the places in Section 3 listed were just so I didn't have to check everywhere in random places to ensure what was and wasn't included. As long as it doesn't negatively affect anything, I'll just leave them in.

I share the views of my colleague dfwlibertylover. I am generally pro-gun control in my stances, but I do so support conceal carry.

I suggest actually reading the bill. This would apply to regions that allow concealed carry. So for example, if by some very unlikely chance your gun control bill passes in Lincoln, and concealed carry is banned completely for Lincoln citizens, then this would not supersede regional laws.
