What caused there to be no government shutdown during W's term?

George W Bush faced no government shutdown during his entire term. What caused that to happen?

Because W is not an egotistical, self-centered, self serving braggart who believes he is smarter than anyone else and who believes he does not need advice from experts in any field, which is what Trump thinks of himself.  

That is why the country is in such a mess today.

1. W followed the "give Congress what they want on domestic policy so that they give me what I want on foreign policy" rule.

2. W was willing to compromise and was a "compassionate conservative".

3. A lot of the legislation that W championed was "temporary".

4. W used lots of earmarks. For example, he gave New York earmarks so that Hillary would vote for Iraq.

5. W was willing to deficit spend, so he was more likely to say "yes" to whatever spending Congress wanted.
