I think McCain wins PA because in OTL even when McCain was leading in the polls, I dont think people thought the GOP could win back the House.

Also, why would Nelson accept the any cabinet nomination, knowing Republicans are going to pick up his Senate seat in a special election?
Well the Senate will stay in Democratic control (Napolitano selects a Democrat to replace McCain), not to mention Ben Nelson would be retiring in 2012 regardless.

Not true, Arizona law says that the governor must appoint a senator who is in the same party of the senator they are replacing.
