Given he lost them both in 1990 and 1994 and Georgia was more Republican in 2000 than it was in 1990 and 1994

His popularity was very high in 2000, senate elections are less nationalized than they were now, he had the aura of an elder statemen, and the GOP hadn't had a good enough bench that they could make available someone able to go toe to toe with him.
