The thing to remember about the county clusters rule is that it was handed down by a Republican Court to strike down a Democratic map and crafted to try to simultaneously prevent Democrats from gerrymandering without preventing Republicans from gerrymandering at any point where they may gain control down the line. If Dems had full control of state government, hard to see it holding.
