Okay, Bush is clearly unpopular right now. He can take advantage of that unpopularity by being his own devil's advocate i.e. he could pass legislation that he himself deosn't agree with in an attempt to get the public to agree with him. Better yet, he could join the Democratic Party, which would be a win-win scenario for him:
1. If he gains popularity, he becomes popular again
2. If he remains unpopular, the Republicans become popular again

WDYT about this suggestion to President Bush? Do you think I may be the Nicollo Machiavelli of the 21st century?

Bush doesn't give a sh**t about his popularity, not like either of those options are possible either way.

It wouldn't do anything to the Democratic Party whatsoever.  The public isn't that retarded.

What it would probably do, however, would be to finally break that 30% rock-solid Republican base support that he likely will never go below without doing something to have them feel he's no longer one of them.  We're talking Bob Taft-style approval ratings after a stunt like that.  The Democratic Party would reject and refuse to recognize him as one of their own, he'd alienate the Republican Party, and pretty well no one in America would be left happy with him.
