Question, since the "circles" are cities, do their votes get county outside the county votes in VA? (I noticed that as I watched the Allen race on cNN)
I assume those votes are not included in the county totals.

No. IIRC the first of these independent cities date to the 1840s or something. The massive increase that now has even tiny places (Clifton Forge anyone?) as indy cities was mostly in the early 20th century.
